None of the Luminaries is above the horizon, which makes a "dark" chart, that is a chart without Light (either of night or of day). IMO Saturn in Souter's chart cannot receive Fortuna: not only is Saturn out of sect, it is retrograde and peregrine, denying it any kind of possible rulership over Fortuna.
