2 by james_m good question! it says on a link i have found - RCEP was signed at the end of a four-day ASEAN summit in Hanoi on Sunday, but i can't find a time for this... the new moon is exact at about 12:07 pm hanoi time... not sure if that is the end of the 4 day summit though...
