My opinion would still be that the situation hasn't changed enough to warrant a new chart. Your first question was still as valid; it hasn't expired. In fact, after your clarifications, I feel more sure about this.

Well, the place would be definitely Moscow, but whether it Putin's speech 1hour long where he announced his decision, or Russian parliament ratification...

Sad news... Russia has attacked. The media is again calling it invasion, e.g. BBC, and some say "full-scale".

Technically (Yuriy may correct me), Russia is using the "independent regions" as proxy claiming that they "asked for" Russian help in resisting the Ukrainian government.

The actual situation after 3 days of heaviest fighting is that Russian enemy didn't make any substantial advancement, the battles continuing where it started. But Russian losses are humongous - 3.5 thousands troops killed, 110 tanks destroyed, 600 other armored vehicles destroyed, 16 warplanes shot down, 18 helicopters.
And politically Ukraine gaining bigger support, and military equipment supplies from NATO much stronger.
Putin counted on blitzkrieg, taking Kiev within 1 day, but actual street fighting haven't even started by Russian army, just small special enemy groups earlier were implemented in city and tried to create panic by shooting in the night.

Hourly ruler Mercury applying to Jupiter, and Moon(Ukraine territory) applying trine to Mars - possible peaceful agreement .
So far killed around 15,000 Russian troops, destroyed 450 tanks, 1500 armored vehicles, 93 airplanes, while Russians mostly at same positions as 3 weeks ago...
