Houses are a measure of space and time. If I ask you 'Where do you live?', I don't need to know your longitude and latitude to fly to your city. But if you call 911, they need to know where you live, not just the city. If I ask you 'When should we meet?', you can say around 10am or at 10am sharp because you have to leave at 10:05 You see that the measure of space and time is flexible for some and more crucial for others. I use Whole sign houses with Placidus for strength considerations; whole sign for profections with Asc degree unless the Placidus cusp is in a partile aspect with a radix or directed planet and for primary directions I use RAMC - Age Arc + 30 degree divisions for house cusps. If you can explain why people born in some cities in the world will have bigger and smaller Houses in their chart, while others will have Houses in equal size.
