What does Robert Hand mean?

In a video on rulership, Robert hand suggests that Saturn rules over the 9th House in Carl Jung’s chart (Libra). I was under the impression that Saturn rules Capricorn and Aquarius…sure, I know it is exalted in Libra, but he appears to make a connection between the sun’s placement above the horizon (a day chart) and this phenomenon.

Hand is a big fan of using almutens of houses. So along with being the triplicity ruler (as mentioned) it is the exaltation ruler of Libra. Therefore in day charts Hand tends to use Saturn alongside Venus when delineating Libra.

For the record, he does the same with Aries and the Sun by day and the Moon and Taurus at night. I can't recall whether he uses Dorothean or Ptolemaic triplicity lords for almutens so I'm less confident about his approach to Venus and Pisces by day. Jupiter and Mars aren't major triplicity rulers of their exaltations so they don't get to be almutens by sign based dignity alone, and of course Mercury's double connection of Virgo is in a class of its own.
