When erecting a horary chart, that is.

As I consider myself chiefly a Frawley follower, although I draw from other sources as well (Barbara Dunn and Lilly too, some Ema Kurent and others) , I use my own location.
I think that most sources I've encountered use the Astrologer's location but some sources use querent's.
Say, Ema Kurent in her relatively new book on horary states explicitly that she uses the Queren't location (she apparently also uses querent's time for asking the question). Another astrologer who uses the querent's location is the Ukrainian astrologer Konstantin Daragan (a "heavyweight" in Russian speaking astrological sources).
Barbara Dunn uses the astrologer's location and time, like Frawley and Lilly.

The arguments for using the astrologer's time and place is that the astrologer is the medium through which the question is interpreted, and that he is the final link in the divinatory chain, so to speak (without him or her it wouldn't be possible to solve the horary).

The arguments for using the querent's place and time is that the question is generated in the mind of the querent, and that it's most pertinent to the querent's life and concerns. Thus the moment in which the querent sends the e-mail or text-message, or records the voice-recording which will be sent to the astrologer, is most important.

I can only tell you my approach and (of course) the reasons for doing so...

First and foremost, I shall decide whether this is a horary, event or electional chart. Then, I decide the time and location.
It is a horary or electional if a client (or even me myself) has a query.
It is horary if it is a query that has a radical moment and it is electional if the query has no radical moment but still something that is a possibility (e.g. event in the future).
Examples:
A client comes (or calls or emails or whatever) and seek the best time to launch a business. This is a query but then there is no radical moment. He is seeking the best time in the future (which is a possibility). Hence, I treat this as electional. Time: I have to find it! Location: I shall ask the client where is he planning to do the launch. If the client has more than one locations, my life is more complicated as I have to consider all of these locations. My client's life is also complicated because my client has to pay more!!!

A client calls (from God knows where) and seek help on locating his lost passport. This is a query and there is radical moment (an event has occurred in the past i.e. passport is lost) and I trust the client is telling the truth. Hence, I treat this as horary. But now, which time shall I use? Usually, I prefer to use the time that the client realized that the passport was lost. So, I ask the client, when did you realize that the passport was lost? If he can recall the time, then I use client's time and whenever I use client's time, I shall use client's location. Now this is rare and cannot be applicable to all queries. So, most of the time - it is my time, my location. Note that the stricture of Saturn in the 7th is applicable only when I use my time and my location.

A client calls and makes a query about embarking into a new career (not just changing job) at no particular time. Then, I shall use the birth chart as this is the domain of natal horoscopy. Client says "no birth time" but he insists on the query saying that horary is still valid (yes, there are some clients who think they no better!), I shall do the horary (my time, my location) BUT I will retrodict the clients events using past aspect before making any prediction using applying aspects.
NB: Whenever I say "my time, my location", my time means the time that I understand the question and my location means simply that!

So, as far as horary goes, if I understood you correctly you tend to mostly use your own time and location, like I do.
* unless it's an lost-article horary, in which case you treat it as an event chart (moment client realizes he lost something)

My approach is, if the querent has some knowledge of astrology herself, and intends to read the chart with me (instead of through me), I use her time. If she is a novice, and depends on me to read the chart for her, I use my time.

It has worked out very well for me. For example, I have predicted the failure of a relationship using my time, and I have also predicted the success of a business deal using the client's time. In the latter case, she does horary herself and she meant to read that chart with me.

Remarkably, both charts gave a resounding yes/no, even absolute beginners wouldn't have missed the judgment.

As an alternative, I can imagine myself drawing up both charts and eliminating the one with considerations of judgment, like Saturn in the ascendant, no hour agreement, an early ascendant, etc - and proceed to read the other.

I like your approach.
If an advanced student of my (who knows about horary) will ask a question I'll probably use her time and place.
A nice distinction.

If I am asked to judge the question I always use my location and my time of understanding it - I am acting as an essential intermediary in the matter and it is my judgement being called upon. If someone states that they already asked the question at some specific time and place, I still use my own location and time for casting a horary (the question came to me with a request for my involvment, and I cannot take my own moment of connection out of the process). But I will want to look at the chart for the time that they mentioned - it will be relevant in some way - like an event chart for the time the question was asked, as opposed to the horary chart I am creating for it.

The only time I would use someone else's time/location is if someone said to me that as an astrologer they already cast their own chart- but then my placement in the matter would be different. This would be their horary, not mine, and all I would be offering is some guidance and advice on judging it. This can often help in an advisory way, but I wouldn't treat that situation as my horary - I would just be venturing opinions on someone else's horary.
