2019 Kaohsiung mayoral recall proposal

I suddenly thought about the recall case I wrote earlier and wanted to share it with those who might be interested.

Background:

Han Kuo-yu was elected mayor of Kaohsiung City in the 24 November 2018 local election. However, his popularity quickly dwindled after he began campaigning for the 2020 Taiwanese presidential election ( held on 11 January 2020) in his mayor term, leading to a recall proposal on 26 December 2019.

The time when the recall proposal was officially submitted to the Central Election Commission (i.e., starting the legal process) was 9:30a.m. on December 26, 2019, in Taipei.

On December 26, 2019, a solar eclipse occurred. According to the Central Weather Bureau, using Taipei as an example, the eclipse began at 12:44:38 pm with the "first contact" when the sun was at an altitude of about 40 degrees in the southern sky. The right-lower side of the sun (southwest side) gradually appeared to be missing as it was covered by the moon's surface, visible through a filtering device. The missing portion then expanded towards the left of the sun. The "maximum eclipse" occurred at 2:14:53 pm, during which the largest part of the sun's lower-left side was covered by the moon's surface, about 33% obscured. Finally, at 3:32:18 pm, the missing portion disappeared from the southeast side of the sun, and the sun was "completely restored," completing the entire process in about 2 hours and 47 minutes. Chapter II.1.2: On the removal of dignities

If we want to deprive those whom we have confirmed of a dignity, and it was our intention that, considering their usefulness, after the removal they would be restored in that same dignity, we should put the Moon in a sign of two bodies, in some angle. And also, let the Ascendant and its lord, and also the lord of the house of the Moon, be in a sign of two bodies. But if you did not want to stand in the way of depriving[him of it], let the Moon be made unfortunate, burned up ,in the sixth or in the twelfth, in a fixed sign, in the dignity of a fortune, with the soundness of the Ascendant and its lord.
