Someone born at the end of the 19th century. I don't have access to my computer or softwares but a first impression on this chart.
For the quality of action, Ptolemy tells us to look at the Sun and MC and the heliacal rising planet (Tetrabiblos, IV, 4).
Here Mercury is heliacally rising in square to Saturn and the Moon in Leo is found at the MC in a night chart.
We can think of someone who is serious, into research, teaching, a loner and an outsider who thinks outside of the box (both planets cadent and Saturn out of sect) and doing something known to the world (Mercury and Saturn at the Vernal Point).
The Moon at the MC and ruling the MC, he/she is facing constant changes in his activity but keeping a common thread (Fixed Moon). Like always coming back hammering the same nail. And something decided early in his life (Moon 17 degrees from culmination by RA)
I would have liked to look at his midpoints but this is my quick superficial 2 cents.

The end of file seems to be not that happy as the beginning.

From a quick look at the chart, I'd expect...

...some career where they nurture or cater to the public's desires.
...while heading up the show, in some way.
...with a strong communicational/informational element.
...in some key way, taking the energy to organize, strategize, and deploy resources; and using it to fuel a reigning need to be respected, honored, and loved.

In career things, so much depends on interests and opportunities...

i will not leave this open very long.. really when you find out - it allows you to reflect on your own answer and how difficult it is to be able to understand a chart of a person you have no inkling of... it is like a blind date, lol.. you really don't know anything of the person and can only gleam an idea from the astrology..

Just from the trad planets up to Pluto, the MC shows an inclination as an artist, musician, mystic, dreamer and visionary.
Someone mysterious who prefers to stay in the background with his relationships (VE/NE, VE/PL, NE/NN, PL/NN).
And VE ruler of the ASC.

thanks everyone who contributed and participated in this!! i think there is a lot of merit in all everyone has said... i will try to do this again sooner then later... someone mentioned his name in passing the past week, and i was surprised to see a chart for him at astrodatabank rated AA.. i suppose my first passing observation knowing the person was saturn at the beginning of libra in the 12th house area, thinking it had some bearing on the person.. this would fit with the french couples location of important planets as vocational indicators in the area of the 12th house - i guess i associate the 12th saturn as having some monk or renunciation feature... after that - the moon in leo made me think of some creative activity... i really didn't study the chart in any depth, but thought some here might enjoy the challenge... thanks again for participating!

Yes, a very good example of a 12th House Saturn life.
Also something that I did not noticed at first is
MO=SA/NE and SA/PL
Creeping losses, caring for the needy, attending under difficult circumstances.
In his case, the Angel behind the scene (12th) got revealed to the world (Aries Point).

i think once one knows more about a person, it is easier to hone in on the parts of the chart that are directly connected to how we get to know the person, but sometimes it is only after the fact... perhaps astrological councilors have a head start in that they are told of the reason and nature of the visit which is another way of focusing more specifically on certain parts of the chart... doing a blind read on a chart is very difficult in many respects.. probably the same could be said for public figures that we never get to see on a personal level where they might come across very differently.. maybe that applies to politicians too, lol!

i did hear trump had nominated stormy daniels to head the department of recreation and leisure though, so there is that!!!
