Let me see if I'm reading your post right. You judged that a relationship would begin because you saw the Moon in Scorpio applying to trine Mercury R in Pisces? My opinion is that even though there is an applying aspect, both planets are too weak to bring about any positive effects. The Moon is in fall, and Mercury is R and in detriment. Also, as you pointed out, there is no positive mutual reception between the two planets, showing they do not have the inclination to work together. In practise this can be described as there being neither the strength nor the will for the event to occur.

So overall, the judgement would be "No" because despite the opportunity shown by the aspect, there will be no positive outcome due to the weakness of both planets and the lack of positive mutual reception.
