I cannot comment on the Jyotish approach to horary. I can only speak for myself and what I am comfortable with from my experience of practising horary.

However, Jyotish has evolved into a fundamentally different tradition to the western horary tradition. Although they obviously have a common origin there will undoubtably be numerous differences in how they delineate a chart. Not least the sidereal vs tropical zodiac, whole sign vs quadrant houses etc. So an approach adopted in the Jyotish tradition may not be directly transferable if you intend to practice within the western approach to horary.

Still, I would be interested to know what the Jyotish horary astrologer's approach is on this issue.

I use Tropical zodiac. My family migrated from Central Asia (Tajikstan, Turkemanistan) some 3 hundered years, so they were familiar with Persian/Tajik system of astrology. Tajik Astrology is not much different from Traditional Western Astrology. Tajiks use rather elaborate system of perfection and denial in horary astrology.

Abu Rehan AL Bairuni and Abu Mashar were the most famed who belonged from that area.

You could have quoted from Vedic, as Vedic is not that different from tradtional astrology, the only thing which makes them different is their use of particular vocabulary and Sidereal Zodiac.

Once i tried to apply rules of Sexual/Marriage Vedic Astrology on Tropical based charts and results were amazing. So, i am open to their thoughts. However, from the beginner point of view i will first of all concentrate on Lilly, Abu Mashar, Bairuni, Guidano etc.

You made lots of good points, with which I can't help but agreeing, though I do respect those Horary experts and authorities people mentioned.
I sometimes receives questions from my sister who lives far away and I've looked at the charts with both her coordinates and mine. I haven't reached any definite conclusions yet but curiously the charts with her coordinates often describe the situations very well. As I'm not involved in the situation myself I often use her charts especially when the significators seem to describe the people described. If I use the charts with my coordinates, I have to do lots of 'turning'(starting from the 3rd), which seem tobe rather cumbersome.
I also think the concept that the moment one asks a question contains the answer msut apply to everyone, regardless of the ability to read them.

Interstingly, Tajik astrology used in India uses the sidereal system.It is particularly used in "Varshaphala"-the annual horoscope. The concepts of "Itthasala" , "Muthasila" are the same. There is name for each method and sub-method of application and frustration etc.The traditional vedic horary astrology is in the "Prashna Marga" and it tends to concentrate heavily on Omens and a different ascendant called Arudha Lagna.

I contacted Mr. Liaqat ullah Munajum of Karachi. His brief intro is that he is practising astrology for the past 56 years. HIs daily consultation involving horary has been around 15 to 20 per day.

He is of the firm opinion that Time and Place used is that of the Astrologer. No horary question exists without an astrologer to interpret.

So. i stand corrected.

Gem---i have analysed one horary question on the basis of Time and Place of the Querent. My friend posed me a question from Dublin (Ireland). Yes, you are right. HIs situation was best described by the Time and place of Querent. And strangely HIs situation is also best described from the point of astrologer.

If we add, observations from both approaches they add and complement each other . But now i have been told to adopt Time and PLace of the astrologer.

It was rather a pleasant surprise

and i sometimes use Nauamsa and Dasa (period) system on Tropical based charts (natal). Dasa appears to be more comprehensive than Firdaria.
