Very interesting and accurate chart! I am represented with Combust Me rx, at 8Can39, peregrine, essentialy very weak (I can nothing to do to harry this) but accidentaly dignified being in 10th house.
Money from government is ruler of 11 house, Su in 10th house too, at 3 Can29, peregrine.
Moon is in 2nd house (interested in money) but in fall, in Via Combusta and peregrine too.
All rulers are slow in motion.
Althought there is translation of light from Su to Me rx (by Moon) I doubt that answer to this question is "yes" because of so bad condition of all planets.

The chart is not negative the answer is yes (L11 in aspect with a planet in 2nd house the aspect is trine and the aspect is with dispositor and that dispositor is also your significator) but it is telling the financial condition of the government and yours. And further it tells that it would be better not asking or borrowing government money, there are troubles associated with this wish. Trouble with the use of that money which you have in mind.

Last October our goverment start programm in which thay give money to peole who have 2 years to retirement to leave job (so to get young people chance to get job). Thay said we will be very quick paid, but no, after New Year thay want another reckoning from our company, and we expect to get money until mart. But nothing. So you are right when you said it was "many twists and turns ".

You are apsolutely right regardin this!! Our government had to accept budget in January, but thay accept it before 4 days! So, we could not be paid until now. 3 week ago thay want another reckoning again, and sume of money decrese!
In november I will go to retirement by law and get 1/3 money which I will get from goverment if I go earlier. So I want to know will I get that money from gavernment generally or not before november! I do not plan to buy some big things (house, car), only some common things for house, so you are right when you said that that money will be for house. Oh, yes, your reading is so accurate, I can not believe. From big things I plan to buy new computer (5 house matter, my hobby, astrology).
Intersting is your analyse about 8 house, because my mother is very old, so I plan to save some money to have if she die.

Your feed back reminds me of Golden Handshake scheme in our country. Some years ago semi-government organization lured those employees who had completed certain number of years to opt for early retirement and accept a cash money in lieu of retirement benefits (gratuity or pension).

The result--quite drastic. Some of the people who opted for the scheme got late release of payments. Some did not know what to do with that huge money and were not able to invest properly. Some invested in those expenditures which were not productive (marriage of the children--Haj pilgrimage etc) and were left with no source of income and no employment. To add fuel to fire, our taxation department taxed the amount on a higher slab. Over all the scheme was failure, thanks to the financial advisors of the Government.
