Can someone tell me of the chart ruler for a visa/citizen papers? House 9th? House 11?

I am trying to ascertain best day for my papers to send to citizenship office. Perhaps day after Saturn (goverments, structures, et.al.) moves to new sign? I drew chart but not sure which house covers this question. Please thank you for assist.

Jupiter/9th house - passports, visas and such..
citizenship is ruled by Sun
