I'm looking for clarification in which planet(s) to use when doing derived houses.

Example: If asking a question about what a 7th house person is thinking, using the 9th house from the 7th, does one look first to the ruler of the 9th house and where that ruler is placed as well as aspects or, to planet(s) that are in the 9th house as first consideration?

I know if the 9th house is empty one would look to the ruler of the sign on the 9th but not sure how the sequence is if there are planet(s) in the 9th.

Any clarification would be greatly appreciated

If you want to know what a 7th house person is thinking, feeling, doing or any other thing, look to the 7th house, its ruler, aspects and any planets in the 7th house. The 9th house might signify his or her siblings or short trips, etc., but not what he or she is "thinking".

In Rex Bills Rulership book: thought, concrete thought, private thoughts and also thinking (see thought) are related to the 3rd house, so I am asking about the derived house from the 7th (the 9th) as the quesited's 3rd house of thoughts.
