If I appeal will it be successful? 1 by VenusCalling Hi I've been asked this question by a client who applied for a disability benefit. They have been claiming it for about 7 years and had been receiving a high rate component for mobility and a middle rate for care. During the last five years his condition (arthritis) has worsened. However, on getting the result of the renewal claim it was decided that the care component would be reduced to the lowest rate (the mobility one remained the same). This has perplexed the claimant somewhat as his condition is degenerative and isn't going to get better so he asked the question regarding if he appealed would he be successful? There is the danger with this that whilst the decision could be turned and the middle or higher rate awarded, it could also be taken away completely or lowered again so he wants to be certain he is doing the right thing. If I appeal, will it be successful? 9.33pm BST - London 00W10 51N30 - 17 September 2008 Asc 6 degrees Gemini Mercury and the Moon rules the querant. I'm not sure whether to use the 10th house to signify the Government as it's a benefit from them or to treat it at 11th house 'pennies from heaven' or money from the Governement but either way both of these houses are ruled by Saturn. The receptions show that Saturn 'loves' Mercury being ruled and in exaltation however, Saturn is under the Sun's beams. Mercury exalts Saturn and the Moon has Saturn in term and fall. The only aspect I can see is when the Moon moves into Libra and trines Saturn. Is this enough to warrant a yes he would be successful with his appeal? Serious Question 2 by MorningSun Dear Venus, On a question so serious and with serious consequences, I would not only do an horary, but I would do a Tri-Wheel, with the natal, progressed and current transits, to see if there is confirmation and agreement with the horary. And possibly Primary Directions to see what influences are there. This is one of those times that the seriousness of the questions, and your answer, DOES make a difference regarding his consequences! 3 by MorningSun I am not and expert at Horary, so I hope someone who is will come in on your question. But I will give it a try, just from picking up some of the decisions on the previous horaries. So here goes! I think judging by this chart he should appeal! Querent is represented by Mercury in Libra in the 6th house. Ruler of the 6th and Mercury's Dispositor is Venus, in Rulership. Venus is trining the North Node, (what he should be doing or moving towards. Venus (Mercury's Ruler) is also trining NeptuneRx in the 10th! Telling him very strongly to move forward. I think you are right about the hidden information or the information that was not considered, two indications of that are, Neptune in the 10, and the Moon (also represents the querent) is in the 12 house, hidden information. Mars in Libra in 6th, disposits the Moon, Mars is in detriment. This says to me that since he has been getting the higher disability for 7 years he did not feel it necessary to provide all the necessary documentation and medical info for the Gov't to make their ruling/decision) To his own detriment (Moon'in 12 cadent, ruler, mars in detriment in 6th. What he provided put him in detriment. (What needs to be corrected, provide the medical info as he did the first time he applied, and with the same courage of conviction he did when he first applied. Mercury here represent the querent, conjunct a strong Venus, Venus trining (N.Node and Neptune in the 10th) showing to move forward. The Sun is in Mercurys exaltation and the Sun is Trining the 10th house of decisions. Saturn, is exalted ruler of Libra (Mercury's disposition), and Lord/Ruler of the 8th, 9th, 10, and 11th houses, is Trining Jupiter in the 8th house of other people's money. Although Jupiter is in its detriment, Saturn its dispositor is trining/strengthening it. As the 6th house is cadent and also deals with hired assistants, perhaps who he got to review or help him with the review did not do the best job they could have, also relating to the Moon in the 12th and its ruler Mars in detriment in the 6th. The MC is also trining the Ascendant, as well as the Sun, trining the MC, albeit and out of sign. If we look at the 4th house as the end of all matters, L4 is the Sun, trining the MC. I think the problem lies in that he doesn't frequent going to see his doctor because she always tells him there is nothing she can do for him and they wrote to her for details of his condition - due to her lack of interest she isn't going to make a very good case for him! Previously the department sent their own doctor to assess him and his needs. You make a good case for him appealing but as you say there are serious consquences involved. I'm not au fait with the other methods you suggest for confirmation/agreement so wouldn't know where to start. Thanks again for your interpretation - looks pretty expert from where I'm standing!! 5 by MorningSun To me (others may see it different) but the help enlisted (doctors, etc) are the weakest link, as shown in the chart (to me). Perhaps he needs to find a doctor who has specialized in disability claims as well as the degenerative condition of arthritis. I have had experience in this area, and it MAKES ALL THE DIFFERENCE, in the world to find a doctor who knows the debilitating affects as well as who will not hesitate to put it in writing. However, I also think your client, really thought he would be approved for the higher amount, so did not emphasize ENOUGH, just how debilitating it is for him with the government doctor who saw him (his own worst enemy, what he did to undo (12th house Moon) himself. So he was a participant in the reversal of his disability amount. However, I still believe if he gets a specialist, a good doctor, he can still prevail. The problem seems to be his doctor and despite having asked to be referred to the hospital to see a Rheumatologist his doctor just blanked him so he pretty much gave up going to see her. He isn't the sort of person to enlist the help of others and is a 'just get on with it' type of person. Is this something he could win himself do you think? The Sun rules his 10th house and the Sun had just come out of a conjunction with Saturn, conjunct progressed & natal Pluto. Not a good outcome, and on top of that the Natal ruler of his 6th and 7th house is Mars, and Mars was in detriment in Libra and in his 12th house!! It was clear the decision was not favorable for him. The Sun will be in his 12th house from Sept. 29th to Oct 20th. The New Moon on the 29th coincides with his Sun entering the 12 house. This is a good time to do behind the scenes research, but not to file the appeal. Also on the 30th, Venus in Scorpio in the 1st (Angular, albeit detriment) will be in exact Trine with his Progressed Jupiter in Pisces, (conjunct natal moon) in the 4th house, with Mars on his Asc, just about ready to leave Libra, the sign of his detriment. Venus in detriment, but Triplicity ruler of Water, trining Jupiter in the sign of her exaltation, with Mars heading into rulership on Oct 4th and angular backing her up. Mars, ruler of 6th and 7th, will be angular and strong and also trining Prog. Jupiter in Pisces in the 4th. All three Triplicity rulers will be very strong, active and in harmony, supporting each other. Oct 7th, Venus will be conjunct the progressed Moon and Prog. It is dicey, but if the time table above is followed, regarding the research (why they denied), finding the right doctors and help to file the appeal, when Mars has rulership in the first house and trining Jupiter (Mars rules his 6th and 7th in Natal chart),, I think he has a good chance. This is the energies he has to work with now, of course these are not the most perfect circumstances, and I would love to see his Sun in the 10th, but it just not there! 10 by Ema Hi, I have my doubts here. Mercury the asc. ruler is weak in the 6th house, about to turn retrograde and conjoin Mars ruler of the unfortunate 12th house. It looks like the "darkness" prevails, as if he's not strong enough to succeed. This, combined with the VOC Moon, I see as a warning that his appeal could be turned down. There is one positive indication though, as VenusCalling noted: Mercury and Saturn (the money) are in mutual reception by exaltation. This would at least ensure that the benefit will not be taken away from him. But since the Moon is soon to change signs, this shows that the conditions ie situation may soon change. I'm not going to speculate how but it could be linked with the deterioration of his health. 2,5 degrees culd be 2,5 weeks or months. I wonder what happens then, I would ask him if he can wait so long and see what happens - after all, Moon will then enter Taurus the sign of her exaltation and "money"! 11 by MorningSun HI Ema, I'm glad you piped up! I see what you are saying, and agree that is does look dark, and indeed it is, at the moment! We all agree Mercury is cadent and about to go RX. To me that is an indication that he needs to go back to the previous situation, and redo it, Mercury will move forward at 7 degrees Libra (in horary chart) within the 5 degrees of trining the MC. However, Mercury is bolstered by Saturn's exaltation and mutual reception, as well as conjunct a strong dispositor. So there is some support there. Also the Moon is heading into Taurus, her exaltation, assisting in finding out the reason of the decrease in disability income, however, it is still troubling that she is in the 12th house.! As I said I am not an expert at horary, so I am very glad you came through!! In my recent response, I provided the timing within the framework of the current transits, houses and progressed charts. My second reply, was with the current transits, progressed and natal aspects/houses. This method has proven quite beneficial, for many people. It is not the best or ideal situation, but there is hope and help. By Oct 7th he should at least have a good doctor and help with his cause, Mars with then have rulership, and also rules the 6th and 7th in his Natal chart. As I said, I am by no means an expert in horary, but helping people take advantage of current transits in houses has brought great results to them. And this of course if not the ideal situation either! But you work with what you have or are presented with. Its a tough position for Venus Calling to advise this client! I have always had some difficulty accepting the triplicity rulers, somehow the logic does not follow with the rulership/exaltation theme. So in the gentlemen's progressed chart, all the triplicity rulers of water, in water signs will be conjunct and in Mars rulership in Scorpio, in the 1st. However, the Moon in Scorpio will be in its fall, and Venus in Scorpio will be in detriment, Mars will be the dispositor in his sign of rulership, all in the 1st house. (transiting Moon,Venus will be conjunct Progressed Moon, Venus). So this adds up to all the triplicity rulers of water in a water sign, to have honor of triplicity is to be among friends. However, fall and detriment, their opposite actually is the stronger position. It does not make sense to me, that Venus in her detriment or the Moon in her fall, should be the triplicity rulers of a sign they have such debility in, that would make a very weak triplicity ruler and not much help in my view of logic, which may be wrong! However the dispositor, Mars is very strong, angular and has rulership, bolstering and providing a strong position for his guests.
