In traditional approach, a dignified moon translates between 5th lord(son) and Mercury which is the 9th lord therefrom.

Saturn is 9th lord and appears dominant planet- it has mutual reception with Mercury(querent);Mars -the son, is exalted in Saturn's sign and 3rd lord-Sun-denoting letter or communication is in capricorn as well.

Sun separates from Mars to apply to Saturn-the distabce is 6 degrees and I would say 6 weeks- the letter or document reaches the son.

If the natural 9th house/Sat. is used to signify the university (since Mom asked the question), it looks pretty positive to me, since Mars/Son and Moon/Son are both trine Sat./univ. But if turned 1st/Merc. (9th from 5th/Son) is used for the univ., it doesn't look so good because Moon is square Merc., and Mars makes no aspect to Merc.

By putting Merc. in Saturn's place with the mutual reception, it may alleviate Merc. square Moon and even change it to a trine (is that allowed?), but it still wouldn't change the no-aspect factor between Mars and Merc.

Also, it seems to me the notification letter is just incidental to the actual acceptance by the univ., so wouldn't be a crucial significator. Don't know if that makes any sense, but that's how I see it at this point.

Just to clarify, there is no interview, resumee, etc. Just a series of tests about general and specific knowledge.

I agree that it looks excellent for the son's acceptance if we use the radical 9th to represent the university. Saturn, L9, receives an exalted Mars, L5, showing that he is held in high regard by the university. An exalted Moon applies to trine Mars, although Moon will square Mercury, L1, in son's turned 4th before reaching the trine to Mars. Is the mother running some interference to the process? The Sun, Lord of turned 11th of son's hopes, carries his light to Saturn, the university. Exalted Venus in 9th is also applying to sextile Mars and partile sextile the Moon in the turned 7th. Romance is part of the picture?

On the negative, Moon goes to square Mercury (mother) before it reaches trine of Mars. Could this be bad news for the mother, and override everything else? Why is Mercury so frightened and in the 8th house?

My final answer - I think the mother is very frightened that the son will not get into the university, but because the Moon translates the influence of Venus by sextile, she had nothing to worry about. She will get good news that brings her some relief.

Now she needs to worry about the cost!

This looks like a very complicated horary. Mars as son is exalted, which, according to Lilly might suggest he is over confident ("presents a person of haughty condition, arrogant, assuming more unto him then his due."), hence about to experience disillusionment or disappointment. Note Mars is also combust or under Sunbeams, which points to him unable to see something.

I'll analyze this chart turning it and trying to ignore the radical houses, focusing only on the turned chart.

Mercury ex conditia will be Moon's next aspect by square. Mercury is the ruler of the turned 9th, so it rules the university for the son, and that is what interest's us. Mercury is angular, so it has accidental strength. Alltogether, Mars is posited in the 3rd, combust. When the Sun goes away from Mars, is probably the result coming to light, that would give us 5-6 weeks giving the Sun an orb of 17?. Mars can not see it's 9th, and the Moon hates the place where mars is as much as Mars hates the place the Moon is. And in this case, it's the Moon that delivers.

So, I say no.
