Can't say anything definitively as I've never dug into the Babylonians, but I'd have to say your example itself shows that they had no problem dealing with fractions of a number, just that they didn't do any sort of computation using the concept of zero as nothing. Nothing was just nothing and not a number. Does help to avoid that annoying dividing by zero.
