I moved this topic from the Nativities forum to here because this is a horary/electional issue, not natal.

My guess is that Saturn would rule it traditionally, since it goes under the earth and involves... uh, gross... waste products also that are rather Saturnine in nature. I certainly wouldn't give such things to, say, Sun, Venus or Jupiter. Plumbing is drugery, mundane sort of tasks in nature, so I'd automatically think of Saturn being the person employed to do such things and therefore the task itself is probably Saturnine. Sometimes it's helpful to work backwards in that way.

I agree, Saturn rules plumbers and miners and brick layers, so it makes sense it might rule plumbing.
But maybe the people are ruled by Saturn, but their work is ruled by something else?

For plumbers, plumbing, plumbing lines, plumbing supplies, Rex Bills lists Saturn, Moon, Cancer in that order with Neptune and Pluto as secondary significators (in parentheses), but fwiw just from my own experience, I've always used and found that the 6th house ruler works pretty well as a main significator for plumbers and household plumbing problems/repairs.

Just need to check that, not too long ago my kitchen sink drainage pipe was clogged.
I guess that was caused by opposition Mars-Saturn, while transiting Saturn in my 12th and Mars was in 6th. Interesting that for both malefic those are houses of joy, and dignified in signs, so situation resolved quickly.

Do you feel like describing the contents of your fourth house, Debbie? In my experience the Moon's South node would indicate a weak spot that has to be avoided/dealt with - like a potential trap or a `hole in the road?. The South node may be liable to short circuit. Planets in the 4th house, according to their nature and condition, would provide a check list as to things to look over before purchasing a house. Or else there may be unexpected expences in terms of repairs.

Mercury generally deals with wires and cables, but I do have a horary on file (Link) where Mercury in Pisces represented waterpipes, and leaky ones, too. Yet Venus in her detriment in the 4th may show a poor state of cobber. Saturn in a water sign may indicate a congestion of water or a drainage problem.

There is something interesting about your question whether the nature or character of water changes along the line. First it is clean - then it is dirty. In this sense several planets could perform as the repair man; Mercury, Mars, Saturn or Pluto. I met a female Libra who was a welder - her parents had divorced early. Then I understand why you suggested Pluto (or Mars according to tradition?). Pluto is the surgeon and artist of hidden worlds, a supplier, problem solver (dealer of problems) but also a remover. My vote goes to Pluto, Saturn and Scorpio as general significators. The plumbing has to be well done, or any water will soon develop to a problem - that is for sure. :???:
