Very interesting point. I confess I haven't considered this issue before. Looking at Astrodatabank and Nicholas Campion's The Book of World Horoscopes all the charts displayed for this historical period are in Local Mean Time. So if I have made an error on this its one I have shared with the rest of the astrological community. Perhaps you could explain further why you think charts for this period should be in True Local Time rather than Local Mean Time? Like many people I have used these conventions without investigating them that deeply. Its certainly worth questioning something this basic and fundamental. I would suggest however this topic might be better raised as a forum issue all on its own as it clearly has implications for all charts in this historical period.

I took the time from the breaking news time given on the Rachel Madow blog , it was the closest I could find, I'm fairly certain its within about 30 minutes time wise, they had people sitting on phones in the halls waiting to break the news, But Probably pretty darn close. All the other stories I saw were posted 11:00, so I'm thinking they were late to the party.

I wouldn't have thought of a time that late. I see Andrew Cuomo, the Democratic governor followed up on a promise to put his name on the legislation as soon as he received it rather than wait the usual 10 days to sign it for it to become law. Hence the late timing. Interesting though that even in New York this vote was very tight.
