Interesting, being a Professors' government, Mercury is a proper Ascendant ruler.

The most dignified planet is the Moon in her domicile- I read people is with Monti at this moment.

Anyway the government depends a lot on parties'will and the left party PD and right one PDL are very difficult to put together. I believe that the early Ascendant means the situation is volatile at the moment.

Being an amateur in astrology I can only make primitive assumptions like these:
-moon (people) in cancer exalts 7H & 8H (the others & their money) and dislikes Saturn (Monti??-but as you said it's just the opposite )
-mercury signifying 1H (people) and 2H (own money, resources) is in detriment and slow, also under jupiter's domicile (7H & 8H)
-SN in 1H

but as you said, it doesn't seem to last much, judging from mutable ASC and major rulers -10H (PM), 4H (opposition), 7H (open enemies)- in cadent houses. I think the forthcoming eclipses in Gemini-Sagittarius axis will show more on the situation.

Looking at chart with Lot of Fortune as ASC Jupiter is angular (H4). Mercury, Venus are H11. Sun is H10. Moon is H6. Jupiter is Rx so its clear Italy needs some reorganization before it can move forward again.

I believe too the situation is mixed (like the angular Mercury in detriment).
I believe the government will do (Moon is not VOC even being at the end of sign) but with difficulty, and not just because of the economic crisis.
