To get closer to the Dec. 8 2011 meeting with E.U. I divide the Libra seven month period by 17.5 degree movement of the Sun means that Virgo took over sub rulership Dec 1, 2011 02:57:22 GMT. Rulers to this date: Sc Li Vi. 
 
Finally, during the Virgo 17.5 degree period, Virgo distributes the time to each sign by 1d27m29.9s movement of the Sun. Moving to date Dec. 8, 2011 07:28:17 GMT should give Asc around 9Sg52 is when Aries took over during the Virgo period. This lasted to Dec. 9 2011 17:56:03 GMT when Pisces took over from Aries.

Does this Septar suggest when Cardinal signs take over rulership we may see more bouts GB vs The EU??

With Sag taking over Dec 8 no need to spin the wheel. Gemini on 7H alliances and or open enemies. Don?t few astrologers give middle degree of Gemini to London - the EUs favorite trouble maker? Taurus seventh month ruler is 6H and I think I wrote enough above about 6H.  
 
With Sag rising Mars Jupiter prominent more hints to expenditure problems - for the EU. With Saturn Sqr in 4H troubles to the monetary affairs of EU. Also, as we know, Saturn often means an unpopular tax and that is what drove the UK to say No to something called the Tobin Tax on financial transactions.   
 
Note in EU Septar chart Mars moving to the conjunction of Jupiter. That took place Nov 16 1995 at 19Sg10 in Sqr Saturn 18+ Pisces. Time will tell if the charts hold up but so far so good. Michaelb
