Forgive me if I misunderstand something or if this is a subject that has been fully explained in the past. I have become somewhat concerned about responses to questions people pose to this list.

There seems to be two distinct situations:

(1) Someone poses (or is asked) a question off the list. A chart is cast for the appropriate time and place that this person is questioned and there is an attempt to interpret the resulting horary. The individual then comes to the list requesting help in the horary?s interpretation.

(2) Someone has a question and notes the time and place when they had the question. This person then comes with this time and place information and poses the question to the list. A recent example is the individual who asks if his next-door neighbor will do him physical harm, informing the list the when and where of his decision to pose the question..

In the first case I fully understand why the original chart should be the one that is discussed by the list.

In the second case I would have thought that anyone attempting to respond to the posed question would ignore the querent?s stated time & place and instead cast a horary at the time and place where he or she (the responding list member, not the original querent) understands just what is being asked. That does not seem to happen. Why not?

Peter had already asked the question and had perhaps even drawn up the chart himself. He was acting as querent and astrologer. He was asking for help with interpretation of an existing chart. He had specified the time and location of his question, which is the correct thing to do. The question can only be asked once and there can only ever be one chart. If he had posed a question and anyone who had read his question had drawn up a chart from their own location and time, we would have several charts.

You may, but I see nothing in Peter's original post that says he had cast a horary and was asking for help interpreting it.

You also raise the hoary debating topic of how often the same question can be posed:

One practical solution to that supposed problem, so far as this list is concerned, could be for a specified individual to be, as t'were, assigned horary duty each day and have that same individual tackle any questions posed that day, when and where he/she fully understands each question. Other "experts" could then of course comment on that chart.
