I want to first thank everyone for their help, and I am glad this has become a stimulating discussion. I'm sorry it has taken me such a long time to respond, but I have not had any time until now. Anyway, here is what I think.
After I got some of your "takes" of the chart, I decided to read a little of Anthony Louis book, "Horary astrology, plain and simple." I only have two books so far on horary, "The moment of astrology," and the one mentioned. So, as I think I have said before, I am definitely a beginner.
My feeling is that the neighbor actually may be represented by the third house after all, for I realized that all my suspicions, or evidence that the neighbor holds malice towards me, would not hold up in court. Let me give the events, as follows:

1) I made a complaint about noise levels to management.
2) A day or two later I am pretty sure I heard my neighbor telling someone outside my apartment that he got an eviction notice. Now I didn't actually see him, but voices are usually pretty distinct and recognizable.
3). That day, or a day later, as I was leaving my apartment I walked by my neighbor's apartment. As I did this, he quickly opened the door (and I believe he was shirtless), gave me a very serious look, and then quickly closed it. There was no greeting between us, which was a first.
4) Later that day, or the next thought I'm pretty sure it was the same day, I returned to the apartment complex and I was checking my parking job. As I was doing this I turned my head and made direct eye contact with the neighbor. Then I turned my head back to look and see if I parked without going over the lines, etc.. As I did this, I heard a group of people (which I'm pretty sure were his friends) saying my neighbor's name, "Adam, no, no, don't do it...don't go there...", or something
along those lines. Hearing this, I turned and saw all his friends walking up the stairs staring at me in a funny way.
Now, I am pretty sure that if I called the police and reported this, they would not give me the time of day. So I wonder if my neighbor is represented by the seventh house and thus "an open enemy". I do think the chart does represent the situation, however. I am clearly Venus in scorpio (literally not happy in my position), in a passive role. Now I think that an aggressor could possibly attack me, which is represented by Mars in the first house (the house of the physical body).
If we look to the third house, it is ruled by the moon and the moon is in cancer in it. As Sue mentioned, the moon is void of course and I think this is a stricture against judgement. I am also aware that the moon is usually the co-significator of the querent. However, the moon is almost exactly conjunct the fourth house cusp, and about to leave. Doesn't that mean the moon is not void of course, for at least in natal astrology (and I know it is not good to mix the two), planets in close traditional aspect to the asc, midheaven, desc, etc, are considered aspects and important?
Now I was actually thinking that my neighbor might be finally moving out when the moon finally conjunct Saturn, which is the next aspect in the chart. I was hoping that the moon moving into the fourth house meant literally that my neighbor (as represented by the moon in the third house) was literally moving into another home (the fourth house). Since the neighbor is in his early-mid twenties, I was thinking he would move back with a parental figure (represented by Saturn in the fourth house).
So Tom and Sue, and everyone else involved in this discusssion, what do you think of my initial interpretation. Am I being too literal? Is my logic way off? I have to admit that the moon already did conjunct Saturn and my neighbor is still in his apartment, so I was obviously off about that. I also just looked at the chart again and realized that in actuality the first aspect the moon makes is a sextile to the sun, not a conjunction to Saturn. But doesn't a logical analysis of the chart point to my neighbor moving back home to a parental figures house, for Saturn also rules the capricorn mc. I'm wondering where I went wrong, and would love to get feedback.

Hi again,

I forgot to mention that I almost ran directly into my neighbor in the parking lot once, and since I believe I saw him but he did not see me, I quickly went in another direction to my destination. So Tom, it seems like you were right on about me needing to keep vigilant. It is usually very easy to go long periods of time without running into any neighbors in this apartment complex, so I was quite surprised.
Also, I did run directly into him this morning. I had a friend staying over my place for the night, and as we were walking past his apartment this morning, he opened the door. We did exchange greetings, although my neighbor seemed a little bit unnerved. He did not greet me in the manner he did before I made my complaint, that is for sure. He looked at me very suspiously. It is possible that he did not confront me because I was with a friend and it appeared that he was alone, who knows.
I just wanted to give everyone an update.

I'm travelling and I don't have my astrology software on my laptop. However, I seem to recall that the Moon was in the radical 2nd house. Did I have the time wrong? Could someone please check?

Hi Tom,

The first question, "Is my neighbor a threat to my physical well being," asked on September 24 at 8:47 p.m. in Sacramento, CA, U.S.A. has moon in the second house, at least when using Placidus house system.
The second question, listed on the top of this page, has moon in the third house conjunct the I.C., also using the Placidus house system. I imagine that you are probably using the house system Lilly used, right, or Koch?
I was meaning to ask you if I should cast the charts using either one of those house systems, rather than Placidus. In the house system you used, did you come up with the moon in the second house?

Hi All,

Peter, I would use the first chart only. The second is asking essentially the same question within a couple of days of the first. The Moon in the first chart is in the first degree of Cancer in the second house, which is the way Tom remembered it.

Most horary astrologers use Regiomontanus, the house system that Lilly used.

Thanks for writing back so soon. I switched the charts to Regiomontanus, and they definitely look similar to the charts using Placidus.
I am wondering why both of you think I should stick with analyzing only the first chart, for the questions, although asked around the same time two days apart (and I promise you I did not plan for that to happen), seem to be different to me. The first one is asking if my neighbor is a threat, and the second one is attempting to see if my neighbor is evicted and will be moving out soon. Is it possible to find the answer to both questions in just the first chart?
A friend of mine also told me something that is pertinent to analyzing both, or either one, of these charts. My friend told me, and I will research this now, that it is a state law in California for a landlord to give an occupant at least 30 days to move out. I heard about the eviction around two weeks ago, so there is still a chance that my neigbhor will be leaving.
Would this info change the way both of you look at the chart, or charts, now?

Your friend is right about the state law. The only way he'd be out sooner is if he gets dragged off in handcuffs or chooses to leave sooner. And there are clauses in the law that would let him stay longer as well. So, Yes, its quite possible legally for him to stay for a while.
(gee I knew that Ca business law course would come in handy some day!)

As to changing how one looks at the chart? I dont see why?

Hi all,

Just an update on my situation. I discovered early this afternoon that my neighbor did indeed move out of his apartment, either today or a couple of days ago.
I want to thank you for all your help. I am also considering doing a horary to see if there will be a sneak attack, for now that my neighbor is gone, he can figure out some sneaky way to get me. But for some reason I don't think throwing such a horary will be necessary.
