From Martorello & Bezza's recent Arabic/Italian translation

Gifts of fixed stars, Aphorism no.29

Said Ptolemy: fixed stars grant gifts beyond what is expected from our own origin but often they impress a calamity.
One of the things which is necessary to know in a nativity, after the birth and the years of rearing is dignity and its indicator, as the orientality of the planets, their dasturiyah (not translated in the text) and in addition its significators powerful in the angles. All this shows the native will reach a better position than his predecessors. When the fixed stars which are the hearts of the fixae and of first magnitude, are at the angles at Ascendant and at the MC, and between the Lights, the Light of time and the PoF are with them, his condition will arise to the greatest aspirations, so he will rule over a great kingdom even if his family was unknown and humble. But when only these stars concur to his fortune, he will die of a dreadful death.
