Hi all! I wish to ask a question about prohibition.
In the chart, the Sun is the querent, Venus the quesited. There is an applying aspect in about 3 degrees. The Moon first opposes Jupiter and after it enters the next sign it applies to Sun just before it conjoins Venus. I wonder if the Moon can prohibit a matter in the next sign, say at about the 3rd degree.

I wonder if the Moon can prohibit a matter in the next sign, say at about the 3rd degree.
Most astrologers are not going to look at what the Moon is doing a good 16 degrees away in a different sign. Moon applying to oppose Jupiter in Gemini has to additionally get through a square to Saturn way before it enters Capricorn and squares Sun in Aries. The aspect isn't within orb or relevant. Yes, it does aspect the Sun before Venus, but horary doesn't typically look at aspects far away in other signs. You could spend all day looking at aspects the Moon will eventually make. Horary cares first and foremost about aspects within orb of influence. The Jupiter opp is still going to be significant around your question and shouldn't be ignored just because it isn't the quesited. For example, it might warn of of being impulsive or overdoing something, embarrassment, etc. I never ignore what the Moon is doing, particularly if it is within orb of a square to Saturn as well. Moon-Saturn squares can be painful. It is often about feeling unworthy of something, feelings of isolation, rejection, loneliness, or being overly focused on earthly matters in order to prove your worth. An example is seeking a partnership with someone who doesn't express interest because if you win them over then you prove you deserve to be loved, or being ambitious because you think if you make yourself be important then you will finally feel that way about yourself.

The bigger issue would be the quesited is damaged in some way: retro, detriment and severely combust. This is about as debilitated as a planet can get. They would be powerless to effect much within the question. That is, they would be unlikely to act in ways wanted around the question. The exception to powerlessness would be if they are angular. Then they would have power but would behave in negative ways (relating to the behavior of a debilitated Venus). The symbolism of Venus would also be key around the matter. Venus would be surrendering to the Sun, in essence, via their synodic cycle. This is the conclusion of a 19-month cycle, which can tie into something that has been an on-going issue that is coming to a conclusion or is reaching some sort of culmination or turning point.

Frawley agrees with everything you say that we should not look for what the Moon makes that far. The farthest is the 2 next aspects and indeed, the Moon first opposes Jupiter and then squares Saturn, which I didn't mention. It is mentioned, however, that the Moon rarely prohibits, except in the case that it rules a house that makes sense to cause trouble eg in a job application, it rules the 7th. In this case, it rules the 12th, so I originally thought some "hidden" candidate/enemy.
It does trouble me the condition of the quesited, which is a job, in this case. I cannot tell why it appears so damaged, it was not described like this to me, but you never know. Sun and Venus are in 9th, so Cadent, which may point to some kind of powerlessness to act, or maybe it has to do with the fact that the job is far away from home town. I know that in the mindset of Horary, it is most probably the 1st.

Anyway, we will soon find out about it all.

You are so right in everything you say! He did not get the job! I thought that I had to update. I attribute this to Moon opp. debilitated Jupiter and then square Saturn as you pointed out.
As to Venus in Detriment, I cannot be certain, but my guess is that given the procedure of the casting Venus was unable to do the selection itself. Those selected were imposed by more powerful others. So I feel...
