Maybe so but astrologically I think it is the founding of the Roman town of Londium that counts. Despite intensive excavations, archaeologists have found no evidence of a prehistoric major settlement in the area. There have been scattered prehistoric finds, evidence of farming, burial and traces of habitation, but nothing more substantial. It is now considered unlikely that a pre-Roman city existed, but as some of the Roman city remains unexcavated, it is still just possible that some settlement may yet be discovered. Sadly, we have no record of any astrologers on the job at the time. We dont even know the season , let alone the date or time the town was founded. But the idea of a strong Gemini influence in the chart of London has long persisted. Interestingly, there was a total solar eclipse in Gemini in 46BCE.
