In my view it is pretty straight forward.

To add a bit, it is not received by Jupiter, and there are two other planets conjunct the MC - maybe only one person (Venus) and then Neptune might be indicating what kind of job or the feeling of what Neptune stands for as it is at home there.

Anyways, the querent receives the job ruler, indicating that she wants the job - but the job does not receive her.
