I also know some modern astrologers who apply a 3 degree variation of this. The logic being the influence of the cusp draws the planet into the neighbouring house. We must all adopt our analysis to what we have observed to actually work. If you read the books on Hoary analysis from Lilly to the present you'll notice that all the authors develop their own styles according to what they have observed. What works for them ( and I do think Lilly was the most right on astrologer in history ). Personally, I like to keep my own style very simple. Cast the chart. Look at the planets in the houses. What standing do they have and what are they doing. What just happened? What is happening now? What will happen next? I don't believe in going much deeper than that. It's very easy to fall into rabbit holes of arcane details and never make a judgement on the question. Or rather, make excuses for why the judgment didn't work out. " That square was really a trine and that planet really goes over there ". I know, astrologers can be very prickly about what they think is dogma but astrology is not a religion. Everything we think of in astrology is knowledge that's been passed down from person to person through the ages. Every practitioner has adopted what he found worked for him and rejected what didn't. Astrology is an art and each astrologer must be an artist with their own style and vision. Astrology must be practical and we must share what we learn with others. Ultimately, simply theorizing about things isn't good enough. We must have the courage to make a prediction on the charts and admit to whether our predictions were right or wrong. I would also argue that here Mars has similitude and Venus doesn't as it is below the earth in a day chart (hayz) while Venus is above (halb), both being nocturnal planets. From looking at numerous astrological analysis of this election I am afraid the answer is often yes. As a case in point look at Biden's transiting Neptune on his IC. Astrologers like Maurice Fernandez and Lynne Bell have argued this could strengthen Biden as it shows him channelling the popular collective will. Both were on online events on the US Election. (ISAR and OPA) where they put over these views. However, other astrologers see this as clear testimony Biden is fated to lose with Neptune opposing his MC. I have also noted several Democrat leaning astrologers from the US emphasizing Trump's difficult transits while seeming to have a total myopia regarding the challenging transits Biden is facing. They cant both be right can they? Unless of course they are both are wrong! As you and others have pointed out Biden's data is only A rated 'from memory' and his 08.30am birth time looks a bit suspicious. Born just a few minutes earlier Biden could be Scorpio rather than Sagittarius rising. It is, afterall, the most evil star in the heavens. It can increase violence, mob mentality and irrational behavior. These are attributes Trump has shown he supports but he also has Mars on the ascendant. My guess is the two contribute to his aggressive personality. He has also been wrapped up in a lot of public attention relating to his treatment and views on women, and I think Algol makes a lot of sense here. I recently read about an artist who made a feminist interpretation of medusa that was pretty interesting. It made me feel less ashamed of having Sun conjunct Algol.
