Took a look at this mainly to see if her chart, as she is head of state, would reveal anything related to the states action.

A watercolour of the event is part of the Royal Collection Trust. She handed out 768 medals; Pluto, which can signify mass cooperation, may be indicating the size of the event. He's in the radix and profected 11th of associations and in Mundane matters indicates “a society's collective long-term hopes, wishes, ambitions and ideals” (The Houses: Temples of the Sky by Deb Houlding p. 82 quoting from Mundane Astrology by Campion, Baigent, and Harvey.)
