Until she is able to give you a proper response herself I thought i would summarise her brief feedback. In short Deb states that Lilly usually represents Parliament as opposing the King in the 4th house. That makes perfect sense considering Parliament were engaged in a civil war with the King and his supporters during Lilly's time. In regards the horary you referred to where Lilly judged between king or parliament he seems to use the 1st house for parliament - perhaps because as he says on p.51 of Christian Astrology , the 1st is the commonwealth or general people, as opposed to the king in power. This still, leaves your point about Lilly's use of the 11th house unanswered. Deb will will hopefully pick up that point when she returns to the forum. What seems clear is that there was not a uniform linkage in regards house association to the Parliament. It seems to rely more on context. This seems like a damn awful chart for one to accede to power! Not only mars is squaring the ASC, but also the Sun. Fortunately the sun is sextile a very benefic Jupiter in the fourth. Jupiter, by its turn, is afflicted by opposing Saturn. The moon is a reason of concern: not only is void, but it is waning and losing what little light she has, in the 6th house! This doesn?t look like a long ruling to me! Abu mashar uses several lots of rulership... as I never tested them, I will just use the same as given by Steven: ASC + Moon - Mars = 24 Cancer. Both moon and Jupiter closely aspects the lot, and they both have rulership over it. Moon is separating from mars and venus. This would show the lack of support of the people and maybe from external countries. Mercury rules and aspects the MC. Mercury is cadent by division, but in a fixed sign, so this probably will give him some years. I will have to look in Abu Mashar for more indications of how long is the period of the ruler. Most political commentators doubt whether the coalition will last the year. A term of a few years could almost be deemed a success by most forecasts! As the moon is applying sextile to neptune I wouldnt personally consider it to be VOC but obviously using strict traditional methods it is. Getting back to Marks point about saturn peregrine, I would suggest that taken in the context of the peculiar quality of the leadership of the coalition this is almost to be expected. By its essence the leadership is bound to be compromised in quite a large degree, in fact the leadership is almost a joint decision making process involving both Clegg and Cameron. There are obviously different views on when the Moon is void of course. I tend to adopt the general approach of William Lilly and some other 17th century astrologers who did not consider the Moon VOC if it was within moeity orb of another planet across the sign boundary. I do use outer planets but I only count the visible traditional planets when looking at whether the Moon is VOC. In this instance the Moon is within moeity orb with Mercury. However, an aspect perfecting across the sign boundary indicates some fundamental change in the situation is required before the aspect completes. That is why I interpreted this as possibly a referendum or a general election. Some major international development is another possibility (Moon is Lord 9) . Here the moon is decreasing in light so weakening in terms of phase/light but it will perfect the aspect across the sign boundary where it will be exalted. I tend to regard the outer planets as generally malefic in mundane work so even a sextile is not something especially to be desired. The charts for Cameron assuming office (20:12) and announcing the coalition (20:43) are obviously close in time so have a lot in common. However, I believe that wasn't a formal PM first questions. This first meeting of the new Parliament followed the state opening of Parliament by the Queen was probably more crucial.
