Exaltation: whole of the sign or one degree?

Hi All!
I know that my english is my debility :)
Let me question:
In the old astrological texts we see a mention about concrete degrees of planetary exaltation: one degree only (why? who know?), not whole of the sign. Why we use whole of the sign? Why not one degree... or the part of the sign, even though?
I.e.
from 1th up to 19th degree of Aries - for Sun
from 1th up to 3th degree of Taurus - for Moon
from 1th up to 27th degree of Pisces - for Venus
from 1th up to 28th degree of Capricorn - for Mars
from 1th up to 21th degree of Libra - for Saturn
from 1th up to 15th degree of Virgo - for Mercury
from 1th up to 15th degree of Cancer - for Jupiter
- how about it?
