Here Demetra George explains the concept but in the article of Danièle Jay (free interpretation), she explains that Gargaeus judges the spear bearers in relationship to the Luminaries, the Midheaven is important (Angular positions overall) and some Fixed Stars like Acrux in Scorpio. Note that she says the Fixed Stars positions are given in longitude in the book although she prefers to use their position 'in Mundo' from their equatorial position which is not mentioned in her article.
