George C Noonan - Classical Scientific Astrology

Hi there - I am reading George C Noonan's Classical Scientific Astrology. I don't know much about him, or his work, although he wrote this book, one on fixed stars, and a primer on spherical astronomy for astrologers.
I'm interested if anyone knows anything about his 'classical' house system (Chapter 2) and the underlying mathematics of cusp calculation (Appendix B). Searches of the forum and the web haven't turned up much information.
The only other reference I have is in Munkasey's Astrological Thesaurus, where he sets out the algorithm for the cusps in a concise fashion (p. 435).
Any help would be appreciated. Ed
