In the context of a treatment of a problem with the left eye of a man (tumor) there was a new moon exact on the moon of the radix. This moon in scorpio is debilitated by fall and dignified by triplicity and accidentially rather strong. I found this remarkable but I do not know how to deliniate it. Can anybody help me?

If I understand your question correctly, Georgius, you're asking what the new moon in Scorpio had to do with the treatment? Was the treatment successful? I'm guessing so by your stating "I found this remarkable"

A couple of thoughts:

The Moon rules "hurts in the eyes" & specifically "the left eye in men" (Lilly). The state of debility you mention could be seen as symbolizing an injury of some sort. At a new Moon, the Moon unites with the Sun and experiences combustion. One cycle ends and another begins. Regarding combustion and the effects it can have here's a quote from an (apparently Christian) dental blog:

When I was in dental school, we had to cast gold for our crowns, inlays, and onlays. The process involved heating the gold to a really high temperature (1948°F). The gold would first start to turn red and then it would start to melt. When the gold was totally molten in the crucible, it would start to spin in the crucible really fast. As the gold was spinning, tiny particles would sling out of the gold and burn up in the air. It would sparkle and burn up in air the same way as a shooting star enters the atmosphere.

The tiny burning particles coming out of the molten gold are called dross. Dross is defined as the mass of solid impurities floating on a molten metal. The dross has no value and it is often referred to as scum. The dross must be removed so that the molten metal is pure.

...Proverbs 25:4 “Take away the dross from the silver, and there shall come forth a vessel for the finer”. For metal to have value, its dross must be removed. We have trials that also remove the dross from our lives. The heat is turned up to remove the impurities from our lives. James says to count the trials as joy.

So, perhaps this new moon on the radix moon was symbolic of a "burning off (of) the dross": the affliction to the man's eye.

I know about the symbolism of the moon as the left eye of males and of combustion. I asked myself, what does the Sun mean in this conjunction? Is it the right eye of this man? Is it just an evil influence?

Perhaps one thing has to be considered too: At the very time of the new moon the moon is in cazimi! It is very dignified for a short time. At this day this lasted for almost one hour.

Yes.
I wanted to give not too much information in the beginning so that everyone who wants to interpret the astrological situation is not limited by the hindsight. So if someone wants to think it over first do not read any further!

This question is not easy to answer. At the time of the new moon the result of the biopsy was delivered. But there was no clear declaration. (Mercury was in its second station at the beginning of the treatment.) They did not know what it really was. They did not know if it was malignant. So the decision was to do a radiotherapy “just in case”.
Now three years later there was no worsening and no improvement. So depending on what you think about the situation at the beginning one can say it was useless effort all together (and there was great effort including travel and hotel stay) or one can say it was successful because the man did not die of cancer.
