Time zone question (Delaware County, 1957)

I'm not sure if this question more properly belongs here or in the General forum, but anyway: a student of mine is trying to figure out the time zone in which a client's birth was recorded. The client in question was born in Muncie, Delaware County, Indiana, in 1957, and apparently there is conflicting information on the time zone in use at that time. Is there a time zone expert in the room?

According to 'Time Changes in the USA' by Doris Chase Doane, it was
EST
Communities indicated by a full dot (like Muncie) observed EST all year between 1955 through 1961.
