When is an event public in the astrological sense and when is it private, when do you have to look at the horoscopes of those involved and when the Radix itself?

I had an experience yesterday that began with this horoscope. The ASC is on the top of my 9th house. I often have important everyday events there at the moment.

Last year in the summer I went to rehab. By chance, there was also a patient who lives in the same town as my sister on the same street, but whom I didn't know before. Yesterday I drove off to my sister's apartment building for an appointment and instinctively thought that I would now see the man from rehab on the street for the first time. In fact, it was. He was on the street with his dog. The horoscope is the thought, two minutes later I saw the man.

While I find that you often talk to yourself (I don't understand what you're saying),

since I also often talk to myself, I can understand you.

From an astrological perspective,

Public = Visible

Private = Invisible

This mainly applies to house placements, planetary distances from the Sun (combustion/under the beam), etc.

I am not really sure what you are asking....re: Public vs Private....especially in the context of your first post.

We think of public things which are "group" things....others involved, very visible....
and private things which are not meant to be seen by the public....or even known by the public. But I don't know what that has to do with your questions.

The horary chart you posted is NOT favorable .....to try to build on. I would not attempt to make more of the coincidence than it was.

If you want to know more, begin with the Pluto square Mars aspect .....and then the Moon inconjunct aspect....no....take this no further.
