Can someone take a second look at this chart?

I have a horary with an outcome. I thought it was positive but it ended up to be a complete disappointment.
Background: My husband received an acceptance to a PhD in Canada in March 2024. Application was sent mid January. I casted this horary back in October 1, 2023 at 8:59 am in Mexico City, MX. My question was will he be accepted to this Canadian university? At this time he really liked the program and we applied. He honestly did not expect to be accepted especially so soon after his initial interview (in Feb 2024). Also, it was his first phd application. He declined the offer in July. My husband declined because the university would not accept many of his previous masters degree courses and he felt like he would be repeating a lot of coursework.

I took him as the 7th, and the university as the ruler of the 9th. Planets are Venus and Moon. First thing I noticed is that Moon is in his house, and I took this as a positive sign that the university is his, or the University will want him. Also, Moon is exalted, and is in the dignity of Venus, so this told me the university would really like my husband. My husband is Venus in Leo in the dignity of the Sun, perhaps my husband has other plans as he is in no dignity of the university. One thing that stumped me is that Jupiter is in his house and will conjunct Moon. Initially I took Jupiter as co-ruler of the university, as Jupiter symbolises higher education, so back in October I saw this as a positive sign. Now I see that Venus will eventually oppose Saturn when Venus changes sign to Virgo, I wonder if this means my husband will turn down the offer?
So, this university was not a good choice for my husband and we are happy he has moved on.

So actually, the horary and your judgement of it were correct, the University did accept your husband into their PHD program.

I would take both Venus and Jupiter as a significators for your husband; Venus as Lord 7 and Jupiter because it is in his house, very close to the cusp. It seems that the horary and your judgement were correct, the University did accept your husband into their PHD program. This is indicated by the Moons position on his turned ASC and its applying conjunction to Jupiter in his house. The Moon is pushing her disposition onto Jupiter... The University wants him, but on their terms.
His main significator, Venus is slow and peregrine in a fixed sign; and his qualification/education could be taken as the ruler of turned 9th house Saturn. Venus last aspect was a square to Uranus, and she had been chasing Mars for a while after going direct at 12 degree (on the MC).
This could show that your husband has been feeling less than great (maybe a bit frustrated) regarding this matter. Venus will soon perfect her aspect to the Nodes, then go into Virgo (in 6 degrees), roughly equating to his acceptance by the University in March; maybe this is when he realised that they would not accept many of his previous masters degree courses and so decided to decline the offer.
He declined the offer, 8 month after the question. This would be indicated by Venus's opposition to Saturn in just over 7 degrees (a smidge out of orb) . Venus is slow and peregrine. Interesting that when Venus reaches 1 degree Virgo (opposite Saturn) the Moon will be at that degree. The University opposed his previous master courses.

Yes, I agree your reading of the chart was positive.
'Will my husband be accepted' = Yes
But it seems that your concern moved to another direction, like 'Will my husband accept the offer?"
Venus (your husband) will be squared by the Moon (co-ruler, ruled by Venus and L9) = He turned down the offer.
Sorry, I am a bit confused what the intentions of your husband are at this point.

I think what is most telling here regarding being disappointed is that the thing sought after is Saturn in Pisces retro. The thing being sought after as a malefic shows it comes with problems. It's harder to get the thing or the thing does not live up to our expectations. It does not necessarily mean the program would have been bad for him in the end, but ultimately, it was his choice and he believed there were too many negatives. His planets are all angular and he holds the cards for the outcome. I would not say the chart is a negative so much as even though he is accepted, he does not want it. It is important when forming a question to not just look at the outcome but also what advice the chart might show. If someone where coming to me for a reading about going to a program with this signification shown, I would caution them that it might not be the easiest route to get what they want and will be a road with challenges and disappointment (however, Saturn can have its rewards in the end, if you stick through the bad).

Knowing whether or not one will be admitted is not particularly helpful in most cases. One need only wait for the letter. If someone comes to me with only that in mind, I would wonder if the question is worth considering or are they just asking out of impatience.

Tanit3333, what makes you think of Saturn as significator for the programm?
The husband is 7th house/lord(planets in the 7th). The PhD program would be 9th house/lord from the husband, which is radical 3rd house in Capricorn (Saturn lords it and Pluto is also in that house).

I do not use natural lord rulers for upper education horaries. I've been reading charts on graduate degrees for >15 years and the 9th always works.

You are right, the chart did indeed answer my question. But behind my question was will he get his phd there. We were not really keen on living in Canada but when we casted the horary we were very open to the idea. Also, back then I was thinking all kinds of things like can I work there, what kind of visa will I have to get as a spouse of a PhD candidate, etc.

This is very interesting and I wish I had seen this sooner. It looks so literal now doesn't it?

My question at that time was very clear: will he be accepted and the intention behind my question is will he end up doing a PhD there. So, I guess now looking at this horary again I asked 2 questions in 1 horary (I hope this makes sense). I guess it is kind of like when I see love horaries, does he or she like me, but what you may really be asking if you two would be together? It seems so silly now but very clear after reading everyone's comments. Thank you.

Accurate. My husband has no regrets turning down this PhD and we felt relieved when he turned it down. After he accepted, we carried the weight of that decision for months, as deep down he felt it wasn't the right choice. When he ultimately decided to turn it down, it came as a relief.

Money matters was not a factor in his decision to turn down the offer. Canada has very very poor PhD funding, but my husband does have a good healthy savings so he could have lived in Canada through the duration of the program and be comfortable even if I dont work.
