I have read a few topics and tips about who loves whom when L1 are in seventh in relational horaries. Most, 90% of astrologers or more, agree if these rulers(L1 and the Moon) are in seventh this means the querent loves the quesiter.

You are right, you just need to add the aspects, motion of the planets, rulerships and reception.

Generally speaking, if the ruler of the 1st house is placed in the 7th house, it indicates that your personal identity and self-expression are strongly tied to your relationships and interactions with others.
You focus on relationships, you may be drawn to form partnerships or marriages that help you express who you are. You might find fulfillment through being in a committed relationship or in some cases, you may be seen as the "partner" in public situations, rather than just an individual.
But that is just a general approach.

I sense sort of a frustration on what you have read on the subject.
Don't worry and don't let astrology define who you are.

The question „Does he (really) love me?” is answered by the Lord of the 1st (you) and the lord of the 7th (he) respectively by Sun (he) and Venus (you). The first pair signifies thinking humans (the “heads”), the second the animals (their lust and what the two expect from each other and themselves). The receptions give the answer.

Deb Houlding, author of this site, has an article devoted to this subject and she also wrote an article a while back about the relationship between the Sun and Venus in romance horaries.

I find her rules tend to work well. Others will disagree and just use receptions without aspects. I would say it's best to experiment and see what works best for you. As far as who is most ardent, one should also consider who is the swifter planet. I agree with you that just having the 1st lord in the 7th does not always mean the querent is most ardent, but all things being equal, it can mean that. It's one thing to look at in the entire scheme of the chart. Sometimes it just points to it being a radical chart: as often happens with horary when the querent is in the house of the subject matter.

As mentioned in the Skyscript link, I think that the entire cycle Sun/Venus should be incorporated in love Horary questions as it is closely tied to themes of self-expression, relationship dynamics, and inner harmony between the ego (Sun) and desires or values (Venus).
I could not find the article of Deborah on The Mountain Astrologer.
I am curious to see why she views the Superior conjunction (Direct) the beginning of the cycle.

I don't know of a way to view Deb's article of the synodic cycle of Venus without purchasing it. When I search The Mountain Astrologer, their current option is only to buy all publications but you might be able to contact the admin and see if they can sell you a digital copy of the 2010 Feb/March edition only. It shouldn't be very expensive since you can buy all 200 editions for $200 ($1 each).
