Does anyone know of a book or web site that gives specific rules on how to read an event chart?

I have read that it is similar to an election but not sure in what way. What I am looking at is a "first meeting chart." I know how the transits relate to the individual charts but not how to read the chart as a "stand alone." The only thing I know for sure is the importance of the Moon.

Are only applying aspect considered or can one consider the separating aspects, not as in past things but as relavant to when the meeting took place?

Are the houses & signs the appropriate planets related to the matter are in considered?

Does one use the Ascendant and 7th house as the rulers of the people involved or do you look to the ruling planet of the houses, i.e., like the ruler (or planets therein) of the 5th regarding romance, and the same for the 11th for friendship?

Does the Sun for man and Venus for woman play a larger role than the Ascendant and 7th house?

Is a planet combust the Sun considered, like Venus in close conjunction to the Sun? Or is combustion not considered in Event charts?
