the only way to know if this is true is to ask capricorns of the last 5 degrees (15 to 19 january) if they feel more like the revolutionary democratic Aquarius, and Aquarius of the last degrees(15 to 20 february) if the feel more like Uranius(father role, even dictator, oppressor, boss).
