When a star scintillates?

I was reading : http://www.skyscript.co.uk/bow.html

"The star which scintillates is analogous to a man who is on the verge of death."

How do you know when a star "scintillates" (i.e., twinkles) That isn't in the ephemeris and how could you see it in a chart? Or is he just speaking about a particular aspect?

Apparently he means "combust"
