when a planet cotestifies

In Vettius Valens I, 3 concerning the bounds of Venus in Virgo, it is mentioned the possibility that Saturn or Mercury co-testifie. Is it refered simply as an aspect that those planets could make with the whole sign of Virgo or is it refered as an aspect that those planets could make with the precise degrees of the bound it self?
