How Governments use the Stars (Sirius and Alnilam).

I write on the B.B.C. Open University forums, all thread sections are monitored before they are allowed to show up, so there isn't any bad lanquage, and follows strict guide lines.
Rather than try writing all this again, can i leave a link to the B.B.C. science and technology forum, where i write?
I use Starlight (Brady) plus other astronomy programmes, but i'm not interested in the projected measure on fixed stars, which isn't accurate, but parans being the astronomical way of looking at electional astrology.
Day marking is very common, this can be by the Egyptian way sunrise, or the ancient Greek way being sunset, the modern way of day marking is also included being midnight.
If i'm allowed to leave a link, please turn page at bottom, there are 20 pages, and i have enough research for another 20 pages at least, all have moderate links attached for easy access, mostly wikipedia, which generally give other links for research.
