A question on partile and same degree

Hello again,
From what I understand, partile means part of degree. So does this mean in the same degree or having an orb of one degree?
Examples:
Mercury in 02Ari01 and Sun in 02Ari59 - no question here as they are in the same degree and having orb of less than a degree. So they are in partile conjunction.
Mercury in 02Aquarius55 and Sun in 03Ari01 - are they in partile sextile (because they have an orb of less than a degree) or are they not (because they are not in the same degree).
The reason I ask is that I see that some hellenistic astrologers seem to point to the same degree as being more important than less than a degree orb as they see every degree as discrete space (just like a sign as a discrete 12th of a circle).
