Features of the chart:

Venus is exactly culminating orb few arc-minutes, even though standard ecliptic projection puts it nearly 3 degrees from the MC

Saturn is exactly square the ASC making it the highest planet in the sky - ie on the nonagesimal, indicating achievement after slow labour

Moon is Void of Course (shows up in first miner in rescue in Chile too.)

VEN is giving a gentle nod to JUP.URA by 135 deg aspect acknowledging the participation of this pair in the moment of extraordinary events.

The Seattle Times quoted below bespeaks of perhaps a Venusian them...

How appropriate! Saturn with its associations with deep, dark, underground places is prominent as we might expect. By whole sign its angular and falls in the 10th house.

There are two shared characteristics with the Chilean miners chart. Firstly we have a benefic on the MC in both charts symbolizing the positive breakthrough they both represent. Moreover in both charts the Moon is next applying to an exalted Saturn by planetary orb (I dont share the definition of VOC Moon used by Andrew or yourself). Here we have the Moon last separating from a sextile to Jupiter and applying with a dexter trine to Saturn.
