Queen Elizabeth's Saturn out of sect

Below an excerpt from Facets of fate on Saturn MC. It certainly doesnt fit the queen,who as Saturn out of sect.She remains the most respected member of the Royal family:

Note also that in Rob Hands book on WSH he mentions the chart of King Edward as an example of WSH. Apparently the MC in 12th place is responsible for him having to wait a long time to be king.
Prince Charles has none of that yet he keeps waiting.His MC is in 9th ruler in Sagitarius in 5th. This is odd cause it should make him popular abroad but thats not what I normally hear
