Ptolemy on travel

The link above tells that if planets are in the western quadrant the travels will be on a north or westerly direction. This seems to indicate that from MC to DEsc point rules the north to west(capricorn/winter/north) for direction purposes,since the opposite quadrants rule south and east . I read an old thread where someone actually claims to actually created a method following that theory. I have most planets in 8th and 9th house and I tend to travel north with few excepytions. I know a guy with most planets in the second house, he moved from Holland to Bulgaria,or southeast.
4 But what does Ptolemy mean by "rulers of the places of travel"? Sun and Moon?
He doesnt talk about houses from what I see.
Interesting that the Captain of Costa Concordia had Mars in water opposite Saturn. See what Ptolemy says about that
