astrology and legislation?

I do not know whether this is a good place for my question ...

I would ask a little help.

My good friend and colleague astrologer, has two radio show ( more than 20 years ). Both shows promoting astrology and its possibilities. One emission is a global character, briefly comment Mundane events, while the second emission are answered to listeners. where each listener is entitled to one answer.

How in Croatia is not regulated the question of astrology, already it ranks among divination, tarot, etc.

I would ask the following answers

Are you in the UK can within the astrological radio shows give answers?

Who has the right to give answers (if any astrologer or just astrologers who are registered members of the UK astrological society)?

How to treat health advice?

What is the official stance of the UK astrological associations regarding "astrological telephone line"

Can any state agency to prohibit astrological advice on a radio show and in which case?

Whether and how the astrological associations in the UK defend against people who misuse the name of of astrology, but they themselves are not astrologers?

Reason for these questions is an attempt, government agencies, to prohibit these types of radio emission in Croatia, "thanks to" regulations that can be very broadly interpreted, and the lack of quality regulations

Since I'm currently in the UK. a friend asked me to examine the situation in the UK on this issue and to directly turn in his show, and convey your astrological experience and regulations to audience in Croatia...

1.10(ii) Other Paranormal and related Issues
NB These paragraphs refer only to issues dealt with outside a religious or doctrinal context. Section 7 deals with religious programming and issues.

Demonstrations of clairvoyance, clairaudience, and similar practices are acceptable only when they are clearly and explicitly presented as entertainment, or when they are the subject of legitimate investigation. Programmes should not be included at times when significant numbers of children are expected to be watching: for example, before the watershed on public service channels.

When presented for entertainment purposes, measures should include announcements before and at the end of programmes to indicate their nature as entertainment, and appropriate acknowledgement of the existence of differing opinions as to the true nature of clairaudience and clairvoyance.
Programmes should not include specific advice to particular contributors or viewers about health or medical matters, the law or personal finance or include specific advice which might significantly influence behaviour in relation to personal relationships. They should not include advice which might be damaging or unduly distressing to those concerned or which might unduly disconcert the likely audience.

Demonstrations of predictive practices, whether 'psychic' or otherwise (eg horoscopes, palmistry), are acceptable only when they are presented as entertainment or are the subject of legitimate investigation. They should not include specific advice to particular contributors or viewers about health or medical matters or about personal finance. They should not be included at times when large numbers of children are expected to be watching.
Fiction programmes containing 'psychic' or occult phenomena should not normally be scheduled before the watershed, although a fantasy context, for example, may justify such a scheduling."

By this turns out to be radio and television distance themselves from astrology and place it with the other techniques that can not be even close successful as astrology ... because as astrology is not dependent on the current mood / trance (clairvoyants), or the random order (tarot and similar)

Due to the long tradition of astrology in the UK is strangely to me that AA did not react to such discrimination astrology ... or maybe it is, but I do not know ...

but this is probably a question for AA

what is said in such programs ... if there's the prognosis ... in what way does it work?

I just want to provide you with the most recent regulations and clarify a few things which might not be obvious:

First the regulation of TV and radio is basically split in 3.

The BBC is for the most part self regulating ( through its Trust), although certain areas are also subject to oversight by the main media Regulator- OFCOM.

The remaining UK TV and radio output is fully regulated by OFCOM. But there are 2 separate codes, one is for purely editorial content and the other for advertising ( via the BCAP code). The advertising rules are far more stringent than the editorial ones in this area. Obviously the BBC has no advertising so is excluded from this set of rules altogether.

At present the rules are as follows:

The BCAP advertising code states:

15.4
Television advertisements must not promote psychic practices or practices related to the occult, except those permitted by rule 15.5.

Radio advertisements may promote psychic and occult practices but must not make efficacy claims.

Psychic and occult-related practices include ouija, satanism, casting of spells palmistry, attempts to contact the dead, divination, clairvoyance, clairaudience, the invocation of spirits or demons and exorcism.

15.5 Television only ? Subject to rules 15.5.1 and 15.5.2, television advertisements may promote services that the audience is likely to regard merely as entertainment and that offer generalised advice that would obviously be applicable to a large section of the
population, for example, typical newspaper horoscopes.

15.5.1 Advertisements may promote a pre-recorded tarot-based prediction
service if:

15.5.1.a the service includes no content that respondents might feel to
be threatening and

15.5.1.b both the advertisement and the service state clearly that the
service is pre-recorded and qualify references to ?tarot? to make
clear that the predictions are not based on live readings.

15.5.2 Advertisements for personalised and live services that rely on belief in astrology, horoscopes, tarot and derivative practices are acceptable only on channels that are licensed for the purpose of the promotion of such services and are appropriately labelled: both the advertisement and the product or service itself must state that the product or service is for entertainment purposes only.

15.5.3 Advertising permitted under rule 15.5 may not:
? Make claims for efficacy or accuracy;
? Predict negative experiences or specific events;
? Offer life-changing advice directed at individuals ? including advice
related to health (including pregnancy) or financial situation;
? Appeal particularly to children;
? Encourage excessive use.

OFCOM stressed that the intention behind the rules in BCAP Section 15 is to protect those viewers who are vulnerable, for example because of sickness or bereavement and more generally to prevent potentially harmful advertising from exploiting the audience, for example financially.


The Ofcom code for editorial ( documentaries and other programming) states:

Demonstrations of exorcism, the occult, the paranormal, divination, or practices related to any of these that purport to be real (as opposed to entertainment) must be treated with due objectivity. (See Rule 1.27 in Section One: Protecting the Under-Eighteens, concerning scheduling restrictions.)
2.7 If a demonstration of exorcism, the occult, the paranormal, divination, or practices related to any of these is for entertainment purposes, this must be made clear to viewers and listeners.
2.8 Demonstrations of exorcism, the occult, the paranormal, divination, or practices related to any of these (whether such demonstrations purport to be real or are for entertainment purposes) must not contain life-changing advice directed at individuals. (Religious programmes are exempt from this rule but must, in any event, comply with the provisions in Section Four: Religion. Films, dramas and fiction generally are not bound by this rule.)
Meaning of "life-changing":

Life-changing advice includes direct advice for individuals upon which they could reasonably act or rely about health, finance, employment or relationships

The BBC editorial guidelines mirror Ofcom in this regard:

We must act responsibly when including material looking at any aspect of exorcism, the occult, the paranormal, divination or any related practices.
Demonstrations which purport to be real must not be shown before the watershed [for TV] or on radio when children are particularly likely to be in our audience, or in online content likely to appeal to a significant proportion of children.

Paranormal practices for entertainment purposes (not including drama, film or comedy) must not be broadcast when significant numbers of children may be expected to be watching or are particularly likely to be in our radio audience or using our online content.

5.4.56
At any time, demonstrations of exorcism, the occult, the paranormal, divination or any related practices in factual programmes must be treated with objectivity appropriate to the output. In entertainment programmes they must be clearly labelled.

In all our output, such demonstrations must not contain advice about health, finance, employment or relationships which encourages people to make life-changing decisions.

So, it isn't true that you can't do astrological predictions only that you must not advertise your services, not do them at times children would be listening and not encourage people to make the life changing decisions described. Predicting global events etc. would be within the scope of what is allowed ( as long as it wasn't accompanied with an exhortation to sell the house, buy a tin hat and gun and hole up in the hills! or gave specific financial advice ( which in any case is widely regulated whether the adviser is a fund manager, banker broker or astrologer)).

Is there any astrological groups in Cardiff or the surrounding area?

I'd like to visit some astrological group ... on the internet I found that the nearest is in Bristol...

I've been here 3 years and have not discovered any groups so far and I am too far from Bristol ( ironic that it now has such as thriving astrological community as I lived there for 20 years).

We should create a South Wales group!!

I can not be of much use, because of my poor knowledge of English (I came to the UK two months before)

but why not? I can help as much as I will be able ...

maybe there are more people in this area
which can join us
